Presumably you "installed" the new modem. This would have installed a
.inf file for the modem, containing the init string. I'd guess the new .inf
file had a different setting for reporting speeds.

It's not the software changing, that always reports the information given
by the modem. The new modem is reporting a DTE speed whereas the old one
reported DCE.
